One more tree identification and maintenance ?

Hi all,
One more -see attached photos. Anyone know what it is. I thought a dogwood, but maybe not?
Question on maintenance - there are a bunch of suckers/shoots along the base of the tree. Should I do anything with them? I'm not sure if I should let it all be, or cut them off. If cut, when? (i'm located in MA, Cape Cod).
