Can anyone tell me what's wrong with my maple tree?

I have a very sad looking maple tree that had a lot of dead, broken, and drooping branches. I cut off some of the worst offenders yesterday and I found a lot of these marks on them. Any idea what's wrong with my tree and how to keep these things from getting onto the other branches?
