Honey Locust tree

I have a 10 year old Honey Locust Tree that we MOVED away from the house last year. It did OK last summer - but this year it visibly only has leaves on one side of the branches.

There is a lot of low NEW growth on the main stem and branches - should I cut this off to force growth on the higher branches or just let it run its course?

I have heard two schools of thought on this. My gut is to cut it off but people are saying no for this type of tree.

What do you say?
