New sprout, unidentified - is it ash?

This has shown up in an area that was planted with dahlias - I let it go initially because I thought it might have been a mislabeled dahlia, but clearly it is not, now that I've let it go long enough.
Is it an ash? What do you think? Note the tips of the compound leaves are reddish with new growth, and the nodes just above the leaf panicles.
