what are the common scrubby pines in MD?

One thing I've never been able to positively identify...all over Maryland (and into PA, VA, surrounding areas) are what are almost certainly a Pinus, but I'm not sure what.

They seem common in the woods around here, don't seem to get all that tall, but I've seen some taller ones. They have short needles, and a scrubby appearance. They're not (in my opinion) particularly attractive trees, and have a needle color darker and more "earthy" than the deciduous trees they intermingle with.

What are they? My only guess is shortleaf pine but the pics of shortleaf pine I see don't quite match.
