purple smoke tree not leafing out

Here it is may 12th and my cotinus coggygria (smoke tree) has not leaved out. this is the second year in the ground and was planted as a 5 gallon plant. When i scrape the bark it is green , but no buds at all. Are they late to leaf out like hibiscus?
