If pruned, small branches never come back?

This is the dogwood I planted last week. As I was repeatedly planting, pulling it out, planting again, etc.. the lower branches that I marked in red are all gone. Didn't really prune it, they just fell off.. The two I marked in green are left.
Would any other lower branches come out from the trunk? If not, I'd have only two (in green) on just one side of the trunk and the tree would look lopsided? In that case, should I cut the green ones, too? Then I'd only have higher branches and the tree will look like a lollipop?
