White oak leaf tips browning with holes.

Hello - I have a river white oak that I planted last year. The tree budded nicely this year and has appeared very healthy. Within the last two weeks I have noticed that almost every leaf tip is browning with small holes. There are no insects and the holes do not look as though they were caused by insects. Has anyone seen anything like this before? We are located in central Illinois. As background information, about four years ago we cut down a large sycamore tree in this same area and have had a tough time growing trees there. Can the sycamore be causing this? Thanks!
