Flowering crabapple did not bloom

We planted a beautiful full sized ornamental flowering crabapple last spring in a mounded sunny spot in our front garden bed with lots of room for it to spread out. Sadly, it suffered quite a bit of transplant shock and more than half it's leaves yellowed and fell off. By late summer it was able to come back a bit but its leaves were very small and only towards the end of its branches. It was properly fertilized in the fall and again this spring and we turned its drip line irrigation back on about a month ago. However this year it did not make a single blossom - not even one. Instead it has put out a thick profusion of nice sized green leaves that cover the lengths of all of its branches. Is the reason it did not bloom because it was putting all of its energy into root growth and is focused this year on making leaves to recharge it after last year's transplant? Will it bloom next year? Should I do anything this year or next spring to encourage it to bloom? Thanks!!
