Red buckeye, Aesculus Pavia.

Hmmmmm....those flowers don't look like my pavia. Could it possibly be red horse chestnut, Aesculus x carnea?

You know, looking closer I'm wondering if thyme2dig isn't right? I grow aesculus pavia and there can be a lot of variation in seed-grown, but the real identifier to me is the capsule surrounding the conker. Pavia is smooth and carnea is not.

OP really doenst tell us.. if its a selected variety .. with a 'name in quotes' ... or found in a field somewhere... [as in.. it was found at a botanical garden, etc]

I also think it looks like an Aesculus x carnea. There are several out there. I have Fort McNair that looks very similar to the picture with the pink flower with yellow throats.

Yes, not Aesculus pavia but certainly a relative such as Aesculus x carnea.

A. pavia produces leaves without A. hippocastanum characteristics and tubular flowers, with little flaring on the ends - of the two, this is definitely A. x carnea.
