Catalpa tree sprouting at base - could it be alive?

Two years ago I planted a catalpa tree. It grew rapidly and seemed healthy. After the extraordinarily harsh winter we have had here in Minnesota, it has not sprouted leaves. I had almost given it up for dead, but just noticed that some shoots with leaves appear to be sprouting at the base of its trunk (see attached photo). Does this mean it could still be alive. If so, is there anything I can do to help coax it back from the brink? We have had a wet spring, so it is not lacking in moisture.
