Nyssa sylvatica leaf out and suckers

I planted a Nyssa Sylvatica (tupelo black gum) in the front yard this past Fall. The tree is about 3 1/2 feet tall. I have read that thus tree can be difficult to transplant due to the taproot. As Spring approached, I began to check the tree for signs of continued life.

I saw several buds that have persisted on the tree and still have a greenish tinge to them now. The bark itself also has a greenish tinge to it which gives me the impression it is still alive. But the tree has not leafed out yet. At this point I am very concerned. Today I also noticed about a 4 inch sucker on the base with nice green foliage. Is it possible my tree is dead and the sucker is its attempt to come back to life? I am starting to have regrets about making this the main tree in my front yard.
