Norway Maple with dead limb

I have a mature Norway maple in my back yard that has three large branches coming off from the trunk. It has always been healthy and beautiful. This year only two of the large branches leafed out. The third, and all of the smaller branches growing off of it are completely devoid of leaves, although there is a small area right where the branch leaves the trunk where new branches seem to be sprouting. Can I assume that this branch is dead and I should have it removed? Or is there a chance that it may come back next year? All of the leaves on the other branches appear healthy and I don't see any obvious wounds anywhere. Thanks
