disease on dogwood

Hello
I have two dogwoods in my front yard growing in full sun.
They are about 12 years old. For the second summer in a row they are getting what I think is powdery mildew and some other fungal disease. The bark looks fine. It seems to just affect the leaves. I have researched that I possibly should use a fungicide. Anyone have comments on if this is powdery mildew. The leaves look droopy even though we have had a good bit of rain recently. I may just hire a tree professional to prune and treat.
