Shumard oak help - twig dieback (pic)

I have a young Shumard Oak (Quercus shumardii) about 6 feet tall and 2" caliper, that was planted three summers ago in 2011. It was planted during a hot spell, but it came from a pot and I was very careful with the roots, mulching well and watering deeply. It has survived but not thrived.
I noticed some branch tip dieback all over the tree. Not sure if it's this year's growth or last, but there is new growth around it.
Here's a pic, sorry about the poor quality but the lighting wasn't good.
