Village Green Zelkova

I have a village green zelkova that is two years old. When I purchased the tree, one side of the trunk had been stripped of branches probably by some impatient employee. I figured it would just regrow because it looked healthy otherwise. My soil is heavy clay, but I did amend the soil, and I have fertilized every year. So two years later and what foilage is there is healthy and lovely, but it doesn't seem to have grown at all. And worst of all, that bare side I mentioned has remained bare. I had read that zelkovas tend to get clusters of branches all together and that this has to be fixed. So should I just trim it way down to encourage more even growth?
