Looks like a spruce to me.

Best bet would be a Norway spruce

a close up of a branch might help ....

it has a thin droopy habit for just a plain old spruce... we might call it pendulous ... or we might call it poorly pruned ....

any indication that it could have been a named cultivar.. 25 years back??? .. in other words.. if you werent there.. are there other specimen type plants in the mature plantings????

compare at link ... and then adjust the search to compare with Picea abies pendula ...

Probably a Colorado spruce seedling. It could be a Rocky Mountain Douglas fir but I am leaning to Colorado spruce right now. It's definitely time for some close-ups and a cone photo if you can find one on the ground or in the tree.

Could be a not so happy norway spruce but it is hard to tell without seeing the bark
