Needs blooms to get lemons
Needs bees to pollinate the blooms
In two years you should of got a least one/two small lemons
Can you provide a little more info. Water, Fert, does it look healthy, was it planted from seed or was it a small tree when purchased. What kind is it. A picture would be nice
Try using the fruit orchard site or citrus

Where are you? We have an improved Meyer lemon tree, don't know how old it was when we bought it 3 years ago but was about 4 feet tall. It flowered the first spring and bore 2 lemons which ripened in Nov. or Dec., they tasted fine, looked normal, like out of a store.

Last year we had the bad drought, it flowered a little better and bore about 6 lemons. This year it had 16 after flowering, squirrels have discovered them and have stolen two or three but the rest are looking normal and slowly ripening.

I would say be patient, make sure it gets sufficient water (esp. if you're not getting much rain) and give it decent compost for food. You can hand pollinate with a Q tip but lemons will usually pollinate by the wind or bees.
