It looks, to me anyway, like it was planted way too deep. Trees are not to be planted like a telephone pole, the root flare should be able to be seen.

if we could focus on an actual leaf/needle ... we would get much further in IDing it ...

but its probably Juniperus virginiana ... an invasive in some areas [like places where they are growing rogue.. and peeps transplant them] ... but native in other areas ...

subject to juniper tip blight ... and those ugly orange things the name of which escape me ...

i kill bird planted seedlings by the hundreds on my 5 acres ....

Could be Eastern Red Cedar (Juniperus virginiana). Do any of it's relatives/neighbors have little blue gray berries? Are it's needles sort of flat? The needles look too pointy and thin in the second picture, but the peeling bark would fit.

If it is, it's a tough tree, but hates wet feet. Does well in sandy soil. You only get berries if you have a male and a female. The sort of tree you can plant in rows to make a privacy screen, stick in spots little else will grow, or plant for the birds.

no berries on the neighbors. But that doesn't mean there ain't an opposite sex nearby. Lots of similar trees here in the boonies. Privacy screen good.
I guess Time will tell.
