Fringe tree growth spurt......?

I had always heard that fringe trees grew very slowly. I planted one a few years ago. It was rather tiny. I bought it from an "all indigenous" nursery (ie, they only sell plants/trees that are "native" to the US) so I am relatively sure that it is Chionanthus virginicus (as opposed to an Chinese fringe.

Anyway, I got some flowers early this year (I was extremely excited, because this is the first year I got them :-D )

I just got back from vacation and noticed that there are limbs shooting up...at lest 4 or 5 feet. they aren't coming from the ground, but rather mid tree, and going straight up.

Is this normal? I thought fringe trees were supposed to be notoriously slow growing.
