Is it too late to trim tree form Purple Smoke Bush

Our Purple Smoke bush..tree form is about 18 years old did not get it trimmed back earlier this spring....so it has gone wild.
It is in bloom now but dropping yellow leaves underneath.
I would like to trim it right back to the bare stems and let it leaf out again.
Do you think it is too late at this point and only do a minor trimming or is it safe to cut it back farther?

I trim out unruly stems throughout the year until July.

I just cut back an American Smoketree that was 5' tall with only a few leaves on top all the way back to 12". It started to back bud and is leafing out now.

I wonder if its too late to cut it back to bare stems but I wouldn't hesitate to trim any unruly growth.
