why tree dying (pics)

my tree in front yard has started dying. the canopy is wilting away. it gets plenty of sunlight. the grass around area is fine. another tree twenty feet away is healthy. just before the summer heat hit it was getting plenty of rain water. just recently over past month it has sprouted up tree suckers from the base. I live in tx with weather gettin hot!! some pics include
