How can I save these Nigra Arbs?!?!

Hello All-

I have 20 of these 12' tall Nigra Arborvitaes lining my 6' high fence. I had them planted to eventually form a nice hedge for privacy. They were planted 3 years ago and have not grown much at all! You can see from the pictures that some of them are very sparse and you can clearly see through them. Others are very hearty and growing nicely. The ones that are growing nicely were only about 8' when planted. The ones that are not doing great were already 10-12' when planted.

Is there anything I can do to make them more bushy and start growing together? Maybe a nice fertilizer or I was even thinking of topping them to encourage side growth.

I am at a loss and want to try to save them before I pull them and put in leyland or green giant which will grow much quicker and form a nice hedge.
