Dogwood trouble?

Hello: We planted a young native dogwood a year or two back (variety Appalachian Spring), which is about 6-7 feet high. The base of the trunk has a lot of loose, flaking bark, and our tree person (MD-certified arborist) said this is from borers. He said that removing the loose bark and spraying with Diazinon or Dursban (?) would work, but I also know that these are not available to homeowners anymore. But I've also heard that this may not be borers, so I posted a photo in the Garden Clinic forum here, showing what's going on. Thoughts? Thank you!
