New elm turning lighter green/yellow

We just moved to a new house this summer, with a brand new Cedar Elm in the front yard. Our house is in North Texas and it's hot, but it's been a cool summer overall with above average rainfall recently. For some reason our tree is turning yellowish. Could it be too much water? They watered the heck out of the yard before we moved in, I've cut it back to twice a week now and will be moving to once a week, but we've actually gotten a good bit of rain. Does it need some kind of fertilizer? This is a heavy clay soil, and as far as the bermuda grass yard goes, it was very nitrogen deficient. I've fertilized it twice now and it's starting to look really good.

Across the street has the same problem, the house on the left has the nice dark green leaves, the house on the right tree is the same color as mine.
