Does anyone have any ideas what kind of a tree this is?

As far as I can see the tree has pinnate leaves so it isn't an elm. Can you tell us where the picture is taken? Judging by the road sign, hedges, pavements and just visible building I'd say it was in Europe, maybe Germany but not UK. Weeping ash is a possibility but the foliage seems too dense. How about Caragana arborescens 'Pendula'.

What it looks like to me, based on the foliage is a Robinia pseudoacacia cultivar. Maybe it's an extra lush 'Lace Lady', if I were on the scene I'd look inside to see if it had any zigzig shoots. It does appear to have ~curled leaves. Maybe the property is getting a lot of water and fertilizer, resulting in a more dense canopy than usual for 'Lace Lady'. The one shown definitely has some similarities to examples seen here.

bboy - that was another of my thoughts, but I've never seen one and could only look at pictures online. I think we both are going in the pea family direction.

Thank you for the comments and info. The tree is in Ljubljana, Slovenia where we are living for a couple of years. I've seen this type of tree in Art nouveau type of paintings but assumed it was just a stylized painting of a tree...I didn't think there was really a tree like it until we saw this one the other day.
I'm amazed that 'flora' guessed that it was growing in Europe! (I forgot to mention that) And the link with a photo of Robinia pseudoacacia looks very similar to my photo so I think that's probably what it is. Now how can I grow a tree like that??? I'm going to add a photo of the trunk..it is very interesting also.

It's worth noting that Black Locust is usually but not always thorny. In my area EVERY Black Locust for miles around is brown with locust leafminer damage this time of the year.
OP might consider searching for Sophora japonica 'Pendula' as another possibility.

So the tree in the first picture is the same one with the Medusa head? I sheepishly guess, a Wisteria tree?
