Mimosa Tree issues

We live in Pittsburgh Pa and had a very bad winter with alot of snow and very cold long lasting temperatures. When spring time arrived our Mimosa tree didn't seem like it was coming back to life. We decided to wait and see what happened rather than cut the tree down right away. The tree has very heavy and concentrated growth from the ground to about half way up the tree and we just noticed there are blooms opening up which normally happen at least 2 months earlier. There is no growth at all from half way up to the very top of the tree. The tree is about 23 years old and I'm just wondering if it's time to say goodbye to what has been a great looking tree in our front yard and it will be greatly missed. Any suggestions are greatly appreciated.
