Transplanting Rose of Sharon Suckers

My parents have a small 24 year old Rose of Sharon. It turns out it has been suckering like crazy, but we never noticed because the suckers are all behind a hedge that is part of some foundation plantings, in shade. Thin and maybe two or three feet high.

This strikes me as an opportunity. Is it possible to dig them up and transplant them elsewhere on the property or into a large flower pot to give to a friend? What would be the best way to go about doing this? Should I wait until September or October?
