The last month or more here has been pretty darned dry. If your weather has been the same that is my first suspicion. Increase it if the tree is in full sun.

FWIW I believe dogwoods are one of the best ornamental or small trees out there.

Have you been watering at all?

I agree. For the first year in the ground, just about all trees and shrubs need to be kept well watered while they put out new roots. That's especially true when buying from large retailers as you have no inkling where the tree has spent its previous years. It isn't used to your conditions (soil, moisture, temp, humidity, wind etc). I'd say keep it moist for the rest of the year and keep close watch next year, too.
