Dieing tree?

I have this tree in the front of my townhouse and it hasn't been producing leaves very well. I'd like to promote the tree growth and leave growth the best I can. Do you guys have an ideas to help? Thank you

It looks like a Thornless Honeylocust. I am probably wronge though. The top is either dead or bug eaten. It looks like the buds are swollen though, and will send out more leaves. That's my best guess. It's probably some western tree I never heard of, but I'm giving my best guess.

While it does look like honeylocust, the mention of swollen buds kind of throws that off. In any case, those branches look like they're all dead at the tips. You 'could' cut each and every one back to where it's alive-holy crap, that would be work-and hope for the best, but it really doesn't look good.

It may be a Sophora.
Looks like it's not getting enough water.
Is it surrounded by concrete?
What color does it bloom?

From what I can see from the bark and foliage it is honeylocust. Check into Thyronectria canker and Nectria canker and see if the symptoms match. If they do, do as ken says and give it the one cut prune.
