Cottony scale - an insect pest. I would just wash them off.

i find it rather coincidental that it is occurring at the point of some micro climate created by the 1 x 2 ... and surgical tourniquet ...

i have no clue what you are doing there.. what to discuss it???

still betting on treehopper eggs, they're pretty common on redbud and hoptree (Ptelea), they also seem to like nannyberry in my area.
