USDA 4B screening, fast growing tree?

My sister needs something to grow fast and screen her neighbor's lights and noise. She lives on Indian Lake, NY. She had her heart set on Thuja, but it is for zone 5 and higher. Has anyone had success with it in that hardiness zone? And what else would you suggest?

Thuja occidentalis and its myriad cultivars are fine in Z4. I've even got a few Green Giant hybrid arbs apparently perfectly content in that same zone.

i would call her COUNTY extension or soil conservation office.. and ask them ... screening is one of the definitions of wind screens.. and either of these offices should have very pertinent local info ... specific to the county.. and may even offer transplants in the proper transplant season.. very cheap ...

why ask the world.. when you have local peeps ...

if you lived there.. i would have you drive the local area.. and ID things that grow in the area ...
