Transplanting 15' maples (on a farm!) will this method work?

I have a small "personal nursery" of seedling red and silver maples started 8-10 years ago, I've been planting them as hedgerows as they've gotten big enough.
There's about 10 left but all are 15-18' tall. Too big to move in this windy spot.

What if...I cut them to the ground and move the root balls? Then select the strongest sprout next spring.

Of course it will work but could this create a weaker tree right from the base?

These will be nowhere near homes, but they will be overhanging fencing at points.

Thanks!
