Possible half dead red bud tree. To prune or not to prune?

Im not sure if you can tell, but from this tree is 1 long limb that is growing great, but the rest of the tree has just been kind of stuck. No growth or anything. Leaves are still a little green, so its not completely dead, but i can tell a difference from the long limb vs. the rest of the tree. Should i attempt to do any pruining? If so, your best advice?

when was it planted...

if this year.. i would wait until next year .. to find out what is viable ...

Agree with ken - wait until spring. You can check viability before it leafs out by scratching the bark with a thumbnail and if it is green under the bark, it should grow. If not, deadwood.
