wrap trunk for what? sunscald or rodents? Generally I wrap tree for both after dormancy and it has gotten cold (Novemberish). Until then, rodents have other stuff to eat and it is not cold enough for sunscald. You could PROBABLY hold off until after Thanksgiving. Then when things start to green up you can remove wrap in spring.

Watering - everything I have heard is you can water until ground freezes, since roots are still growing. Just keep in mind that since it is getting colder, evaporation is less and tree doesn't need as much water, so don't go gonzo like it is July.
