Need pruning advice

I need pruning advice for a very young mesquite tree. I'm in Phoenix and this tree keeps growing very long branches that fall low from weight. It looks like some kind of willow! I have tried cutting the branches shorter but it grows back like this. How can I prune this tree so it won't drown these long heavy branches?
