Just kidding. Fall when the foliage is turning or after it falls off and before the ground freezes is a great time. It depends on temps and frozen soil. What is your plan, to root a cutting or to plant one from a pot?

If it is in a pot, you can plant pretty much anytime the ground is not frozen and your willing to dig a hole.

Are you sure you want a willow? They have very invasive roots and host tent caterpillars.

In NWA, you are basically limited to ~11.5 months out of the year for planting, sorry. Sometimes you get as much as 12 months in a year, but never any more than that.

As DP stated, as long as the soil is not frozen most plants can be planted, including your willow. I plant from around late September to late April and avoid May through August and I am just south of you in the FS area.
