Thuja Occ. Smaragd dying...

and its not even winter.

This is in Issaquah WA

I dont know when these hedges were planted because I just bought the house. They looked fine when I moved in around July. All green and healthy.

In the last couple of weeks it has started to turn brown. Starting from right to left the hedges look worse.

I thought it was onset of fall and some leaves turning brown is expected. But today I went and had a closer look at the back of the plant (backed by fence). I have never had a look since the plant looked OK.

The back is completely dried (look at pics below).

Are these plants dead? Any chance to keep them alive.

Also, as I said the ones on the right look better, although they have also died on the backside. What can I do to save these?

Is it the lack of watering? insects?

Please Help......
