stymied growth on Monterrey Oak?

I had this Monterrey Oak planted about 18 months ago.
Emailed a photo to a local arborist and he told me to check for girdling roots.
I found one and cut it and in the next year new leaves started to grow.
Now I'm concerned that it is not growing fast enough, with new growth only about an inch from existing growth. I thought this was a relatively fast grower.
So, I have more pictures.
It is still about 8 feet tall and hasn't grown in height.
