Italian Cypress Disease ID?

Something ugly is happening to one of my Italian Cypress trees. Last spring, one branch about 1/3 down from the top turned brown. Now, several branches in the mid area are brown. At their bases, the bark is bubbling up, weepy, and peeling off. Even the healthy branches have this, starting about halfway up the trunk. I looked at photos online and I THINK it might be canker, but nothing was exactly what I have so I'm not sure. I also didn't find clear information about how to treat it (what type of fungicide, that I can find at my local store). I don't see evidence of pests.
This tree is in a row of 6, and all the others appear healthy and are growing faster. They're about 3 years old, bought from Home Depot. I'm in the Mojave Desert, and the trees are in amended soil with a drip system.

Looks like Seiridium canker (caused by Seiridium cardinale).
