Emerald Arborvitae Bugs

I found out that bug damage is causing two of my emerald arborvitaes have brown spots. The bugs are boring into the branches and disrupting the water flow therefore causing the browning.

A tree company believes the bugs could be japanese long beetles. Pictures of the damage are below. The company wants a decent amount of money to spray the two trees and wants to do it again in the spring. Should I use Sevin and do it myself?
