Palo Verde Dying?

My Palo Verde first was dead only at very top, I thought it was from cold temperature in PHX last winter. When trees came out for spring, only bottom grew out and flowered poorly. Now the whole tree looks dries out and there is a few leaves on some of the top branches. Overall my tree looks like it's dying. Arborist said it isn't getting the water it needs? It's a 17 year old tree and suddenly it's not getting enough water? I don't know if I buy that?

Haven't you guys been having some horrendous droughts out there? Even a 17-yr old tree might struggle with that.

Do you have irrigation on this tree?

Yes the tree has irrigation. I just had all the dead branches cut off. The trunk is stable and strong. I have gotten zero help from the community, no one seems to know if it can be saved, or how to help it recover. It appears I'm on my own to save it. I guess I'll be the go to person if I'm able to get it back to its healthy state.
