it is acacia tortilis. That is the name of the tree.

Looks like a honeylocust (Gleditsia triacanthos) to me though I am not very familiar with the types of broadleaved trees that grow in California

Vachellia tortilis aka Acacia tortilis has whopping great thorns. I don't see any in the photos.

Don't know about the curving of the pods and the branching may be a bit different but the foliage does resemble Gleditsia.

Acacia Tortilis would probably be too frost sensitive for central California. Honeylocust would be more probable because they are heavily used landscape trees.
