Does it close when the other valves do? Or is it running when the timer shuts off?

It comes on patcially with all stations but dosn't come on with out others on, it also comes on normally when activated

This is usually a crosswiring issue or an issue with the timer. Since the system is new, one would assume a mistake in wiring. A good way to test it is to activate the timer manually for a zone that is not your problem zone and then remove the problem zone's wire while they are both operating. If both zones continue to operate with the problem zone's wire disconnected, you have a crosswiring issue. Let us know what you find

Do you have a master valve? if so it could be debris holding open the 'last valve on the line', or a damaged diaphragm.
