Hello, This is my first home and new neighbors moved in next door. Soon after they moved in they built a contraption of tubing from the gutter drain on their house that drains the water out onto my lawn. (not only is it unsightly but...)I live in TX just North of Dallas and though we've been in much of a drought my lawn has poor drainage and when it does rain that area just floods, the grass is all gone and there remains a muddy mess. Does anyone know if what they are doing may be illegal?

I realize I still have a landscaping task ahead of me to ensure proper drainage and then resod the lawn but it just does not seem right that they could do what they have done.

Any advice would be appreciated.
