new water well pump?

I'm in a new house that has a well but it hasn't been used in a few years and the existing jet pump froze up. We measured a total depth of 35ft with 7ft of water at the bottom. 4 inch casing. Now what would be better for my application, another jet pump or submersible pump? The well is only used for watering the garden and lawn.

Also, I don't have a pressure tank and I would like to use soaker hoses in the garden. Is this possible with either pump? What type of setup would you recommend? I'm basically starting from a well casing and would like to keep this economical.

I am one of the submersible pump guys. Without a pressure tank to settle out particulates, you will need a very good filter system and pressure regulator. GL and Aloha
