Control valve on drip system (low pressure)

A house I purchased has a Rainbird sprinkler and irrigation system. One of the drip systems was not working, and according to my pool guy who I inherited from the previous owners, never has.

I fixed a wiring issue and was able to get the solenoid to activate the valve, but the pressure 200' away is not enough to push the water from the main to the emitter (about 5" of head)

The main is 1" poly with the small tubing risers. Could the pressure reducer be malfunctioning and reducing the pressure too much? Also, I tired to open and close the control valve but it had no affect on the flowrate. I assumed it would at least stop when the valve was closed. Maybe this is the problem.

My concern is the main is ruptured somewhere and bleeding off all the pressure. Not sure of an easy way to find this other than leave it on for and extended period and look for the evidence.
