drip irrigation not spreading

This is my second season with my drip system. I have multiple raised beds with fabric cloth underneath. Each 4x8 has 4 rows of drip (every foot). Last year went well. I left the system on for 1 hour at a time. Water did drain out of the bottom but all the beds became saturated in the areas not covered by line with the water spreading. This year, the water is not spreading. Instead it just drips straight down and out, leaving the "in-between" area dry. The drip is working properly. The only factor that I can think of that is different is that we have had little rainfall and therefore the beds are not getting an overall soaking in between irrigation. Nothing else is different. Could the lack of a more consistently wet bed be the cause of the water not spreading to the dry areas? I am baffled.
