Rain Barrel

I have a double rain barrel and now that the warmer weather has arrived, it gets mosquitoes and algae in it. How do I subdue this problem? I grow nepenthes and other VERY sensitive plants so I can't use bleach. Would a mosquito block for ponds hurt? I don't want to kill my expensive plants.
