How to setup a soaker system

So after much thought I would like to place a soaker hose system in my 5' x 18' garden and cover it with mulch. How far apart should I place each row and do I need to go vertically and horizontal or both. Also do I need to put a pressure regulator before the soaker hose. Sorry I'm in a rush to do this since I have already started to plant, but they are small enough that I can work around them still.

    I don't understand most of the question but, for what it's worth, I've been watering my shrubs and perennials with soaker hoses for several years. You absolutely need a pressure regulator, a $6.00 item. You can't control the pressure by fiddling with the faucet valve. I would recommend a flat soaker hose, which you should be able to find at HD. These are much more flexible, and durable, than the rubber ones. You have to keep a close eye on them, because they can disperse much more water than you might expect.
